Youth Engagement to Promote StabilityThis report presents the findings of the final summative evaluation of the three year project “Youth Engagement to Promote Stability”, implemented by SFCG Timor-Leste and its partners. Funded by USAID, the project aimed at transforming the way in which youth engage with government and community leaders to promote peace and reconciliation and prevent election-related violence. The findings of the evaluation show that despite shortcomings and challenges, the project has been highly successful in building relationships between youth and government authorities, as well as local political and civil society leaders. It has provided a platform for youth to organize and express themselves and collaborate with authorities to ensure youth participation in peacebuilding and democratization process in Timor-Leste. The project provided youth with positive alternatives and engaged them in extra-curricular activities and recognized that most Timorese youth have extremely limited opportunities for skill building and self-betterment. Having them coordinate joint activities with government leaders and engage meaningfully in civic dialogue is desirable but likely to occur further down the line. It also recognized the extremely low capacity of Timorese community radio stations and focused more on providing them with high quality radio programs to broadcast and on improving their skill level in basic journalism, and somewhat less on how the radio programs that result are changing the community. The project has been a stepping stone in building the capacity of Timorese youth and media professionals and contribute towards promoting constructive engagement of youth in peace and development of Timor-Leste. |
Democracy and Development in Action through Media and EmpowermentThis report presents the results of the Final Evaluation of the ‘Democracy and Development in Action through Media and Empowerment (DAME)’ project implemented by Search for Common Ground-Timor-Leste in collaboration with partners Belun, FONGTIL, CNJTL and FTM in the period 2012-2014, with funding from the European Commission – Contracting Authority: the National Authorizing Office (NAO) of Timor-Leste. The evaluation found that the project has been successful in contributing in mobilizing media, youth and civil society actors to promote the culture of peace and democratic values in Timorese society, especially among youth. |

Discussion Oriented Self-Assessment (DOSA) of Partner Radio and District Youth Councils ReportSearch for Common Ground – Timor Leste is currently implementing a 2 year project entitled Democracy and Development in Action Through Media and Empowerment (DAME) with the support of the NAO through the European Commission. The project’s scope is nationwide, covering all 13 districts, and aims to strengthen the democratisation process in Timor-Leste and further stabilise the country by building NSA capacities and improving channels of communication between citizens and decision-makers. As part of its initiative to strengthen NSA capacities, SFCG – TL has been conducting Discussion Oriented Self-Assessments, or DOSAs, at community radio stations and districts youth councils across Timor Leste. By conducting the assessments, SFCG hoped to get a picture of overall NSA capacities, and identify areas that could benefit from capacity building activities such as training. After the completion of assessment activities, the data was analysed by SFCG staff. Organisations were classified according to their capacities in the areas of strategic management, financial management, human resources management, organisational learning, service delivery, and external relations. Overall, the majority NSAs surveyed rated as basic capacity. Although many organisations demonstrated strong capabilities in some areas—such as formation of annual plans—SFCG determined to address certain weaknesses in other areas—such as external relationships/networking, performance measurement, and fundraising. SFCG has identified these deficiencies as opportunities to increase NSA capacity through follow-on activities such as training and coaching. |
Empowering Women and Increasing In Access To Justice In Timor-Leste – External Evaluation ReportThe final evaluation of the Empowering Women and Increasing Access to Justice (WEA2J) project was conducted in a one-month period between October and November 2013, at the very end of the project’s duration. Specifically, the evaluation served to measure, using qualitative and quantitative methodologies, the processes of implementation, to what extent the project goals and objectives were achieved following the project framework, and identify any unanticipated negative outcomes and success stories. The Norwegian Ministry of Foreign Affairs awarded the WEA2J project in October 2012 following a Baseline survey published in September 2012 and a series of stakeholder meetings. The one-year project sought to address the entwined problems of the cultural subjugation of women and a weak formal legal system in Timor-Leste, by promoting legal awareness and responsiveness for women and strengthen the capacity of civil society organizations (CSOs) and the local media in Timor-Leste. |
