Final Evaluation – Promoting Political Leadership of Women and Youth in Nepal – July 2018This report presents the final evaluation of Search’s project “Promoting Political Leadership of Women and Youth in Nepal”, funded by and implemented from October 2017 to June 2018. The project aimed to develop collaboration, representation, and the meaningful participation of women and youth in three districts of Nepal. It focused on three inter-connected outputs: to increase knowledge and understanding among women and youth leaders in local governance and development; to enhance collaborative leadership and decision-making skills among youth and women at the local level; and to strengthen evidence and need-based women and youth friendly policy reform and practices. As a result of the project, women and youth participants have become significantly more aware of state restructuring, local governance and development mechanisms, and locally available facilities and resources. Increased awareness has resulted in a dramatic increase in participation for most of the respondents, including the most vulnerable groups. The report also highlights a notable increase in the confidence of the respondents as they are increasingly participating in meetings and discussions, and are beginning to actively engage in their communities by offering their opinions and perspectives. |
Final Evaluation of Pahunch: Strengthening the Poor and Marginalized’s Access to Justice and Security in NepalThis is the final external evaluation report of the project “Pahunch: Strengthening the Poor and Marginalized’s Access to Justice and Security in Nepal. The project was implemented by Search for Common Ground (Search) in partnership with the Centre for Legal Research Resource Development (CeLRRd), Human Rights and Community Development Academy Nepal (HUCODAN), and Centre for Security and Justice Studies (CSJS). The four-year project (January 2015 to December 2018) was funded by Department for International Development (DfID) . The overall aim of the project was to strengthen the rule of law in Nepal and to improve access to security and justice for the poor and the marginalized communities, especially women. The project was implemented in 12 districts including Sunsari, Siraha, Saptari, Dhanusha, Mahottari, Rautahat, Sarlahi, Rupandehi, Nawalparasi, Kapilvastu, Dang and Kathmandu. |
Final Evaluation of “Hamro Shikshya: Strengthening CSOs’ Role in Governance and Accountability of Nepal’s Education Sector”This is the report of the Final external evaluation of the project “Hamro Shikshya: Strengthening CSOs’ Role in Governance and Accountability of Nepal’s Education Sector”. The project was implemented by Search for Common Ground (Search) Nepal, in collaboration with the National Campaign for Education Nepal (NCE Nepal) and Good Governance Foundation (GoGo Foundation). This was a 36-month project (April 2016 to March 2019), funded by the European Commission, to strengthen CSOs’ role in governance and accountability of Nepal’s education sector at the local level. The project focused its activities in a total of 42 selected public schools in the three targeted districts of Province 2 namely, Dhanusha, Mahottari and Siraha. It worked with the school governing bodies, including the School Management Committees (SMCs), Parent-Teacher Associations (PTAs), and Head Teachers (HTs); and the key local education stakeholders, including teachers, students, concerned CSOs, and parents. |
Final Viewership Evaluation Report – Singha Durbar: Creating Possibilities for Collaborative Political Culture in the Public Imagination – December 2018Singha Durbar (SD) is a television, radio drama, and outreach initiative that was designed to create possibilities for a collaborative political culture in the Nepalese public imagination. The program was implemented from January 2014 to October 2018, with support from the United States Agency for International Development. The overarching theme of the drama is good governance and leadership. It depicts how an inclusive government can function well during challenging times and highlight how various arms of the government actually address important issues, including climate change, food security, health, human trafficking, gender, and social inclusion, by presenting a model of collaborative leadership that is able to resolve differences without violence. The findings from the 2018 final evaluation viewership survey demonstrate that the TV drama was very successful in depicting collaborative governance and influential women in leadership positions. An overwhelming number of respondents (63%) categorized women leadership as the most memorable theme of the drama. Similarly, a majority of the key informants pointed out that the increased women representation was the most liked theme in SD. The data evidenced that people are getting more aware about the importance of good political leader. 65% viewers and 62% non-viewers of the TV series responded that if both men and women were to stand as candidates in the election, they would choose their leader as per the leadership quality that each of the candidate possess. The TV drama was also successful in meeting its goals for increasing public awareness of central and local government mechanisms. The data indicates that SD viewers had a better understanding on the roles and responsibilities as compared to their non-viewer counterparts. After viewing the series, 33% of the viewers realized that their interest towards government activities increased to a great extent, and 53% were positive about the fact that characters and issues presented in SD have provided them with a basis to discuss about good governance and collaborative leadership. |
Mid-Term Evaluation: PAHUNCH: Strengthening the Poor and Marginalized Communities’ Access to Justice and Security in NepalThis is the mid-term review report of the Search for Common Ground (Search) Nepal’s project “Pahunch: Strengthening the Poor and Marginalized’s Access to Justice and Security in Nepal.” The project is being implemented by Search Nepal in partnership with the Centre for Legal Research Resource Development (CeLRRd), Human Rights and Community Development Academy Nepal (HUCODAN), and Centre for Security and Justice Studies (CSJS). With a total budget of GBP 3.44 million, the project is funded by DFID Nepal, which is part of DFID Nepal’s Integrated Programme on Strengthening Security and Justice (IP-SSJ). It started on 5th January 2015 and will continue until 31 December 2018. The project aims to improve access to security and justice services for the poor and marginalized communities, specifically women, in target districts. The project is built on five output areas: Increasing public awareness on security and justice issues; Improving citizen-police relationships and mutual accountability; Improving police responsiveness; Improving court responsiveness and legal aid and Output and Community Mediation. The project is implemented in 12 districts namely Sunsari, Saptari Siraha, Dhanusha, Mahottari, Sarlahi, Rautahat, Kathmandu, Nawalparasi, Rupandehi, Kapilvastu, and Dang. These districts were selected in consultation with the Nepal Police-Research and Planning Directorate (RPD), United Nations Office for Project Services (UNOPS) and DFID, and with reference to the selection of new grantees by the Danish, DFID and Swiss-funded Governance Facility. |
Evaluation – Youth Engage: Multi-stakeholder Collaboration in Reducing Youth Engagement in ViolenceThis is the report of the external evaluation of the project “Youth Engage: Multi-stakeholder Collaboration in Reducing Youth Engagement in Violence”. The overall goal of the project was to reduce youth engagement in organized violence by mobilizing youth-led organizations, civil society actors, multi-stakeholders, and state institutions to promote the constructive role of the youth in promoting peace and stability. The project was funded by the European Union and implemented in eight districts in the Eastern and Central Terai of Nepal. Search for Common Ground Nepal along with consortium members (All People’s Empowerment Centre, Youth Initiative, Association of Youth Organizations Nepal, and New World), implemented a series of activities between December 9, 2014 and December 8, 2015. The evaluation concludes that the project was successful and effective in meeting the objectives. The project and its activities were appreciated by the beneficiaries and satisfactory coordination was demonstrated by all involved. |
Singha Durbar: Creating Possibilities for Collaborative Political Culture in the Public Imagination (Findings from the Viewership Survey 2016)This is the viewership survey report of the SFCG Nepal produced Television Series Singh Durbar. The overarching theme of TV drama is good governance and leadership. It depicts how an inclusive government can function well during challenging times and highlight how various arms of the government actually address important issues by presenting a model of collaborative leadership that is able to resolve differences without violence. The fictional government in the media, both on TV and in radio dramas, is tackling nationally-relevant issues within a framework of good governance and rule of law. Some critical issues affecting Nepal, including climate change, food security, health, human trafficking, gender, and social inclusion have been addressed by fictional government depicted in the mass media. The findings from the viewership survey demonstrate that the television drama was very successful and had a notable impact on thoughts and attitudes of the people who watched the program. However, the impact of the program has not been uniform as various groups in Nepal have responded differently to the issues and topics depicted in the drama. However, there was a high degree of consensus across all variables such as leadership, good governance, the importance of citizen-government collaboration in development, and an increased interest in local and central government processes. |
